[framework] Payload Handler issues in MSF 3.0-r3

If you can email me offlist with any concrete examples of a payload 
handler causing the exploit to fail, I would be appreciate it. Its never 
too early to send us bug reports on the 3.x code, translating exploits 
for one language to another can introduce all sorts of bugs.
