[framework] Exploit module without any payload (looking for suggestions)

This what the auxiliary module category is for -- take a look at the 
modules in the auxiliary/admin/ directory. Our definition of an "exploit" 
is something that runs a payload, so anything outside of that definition 
goes into the auxiliary group.
