[framework] cmd.exe will not spawn a shell

Do you mean modules or payload ?. Could you pin point.

The payload for execution of arbitrary commands is not supposed to interact.

For ex. payload windows/exec/bind_tcp, supplying cmd.exe to it, won't be helpful as it won't
interact instead one uses windows/shell/bind_tcp.
