Do you mean the "invalid" unicode encoding, such as %c0%ae? Metasploit's 
URL encoder uses unicode sequences from random character sets to build 
these URLs. The target web server must support whatever character sets 
used by the encoder. This is a problem when the target server only 
supports English (and something we should address with an additional 
option).
