[framework] EncoderDontFallThrough Option doesn't work

Hi,
       EncoderDontFallThrough Option doesn't work. I tested with 
exploit/windows/lpd/wincomlpd_admin, encoder=x86/alpha_upper, 
payload=windows/shell_bind_tcp. I tested with both msfcli and msfconsole.

    Please help me out of this issue
