[framework] Doubt regarding msfcli

msfcli loads all modules the first time any framework interface is 
initialized, after that, it loads a cache file, and then instantiates 
only the exploit/aux module it needs, along with the 
payloads/encoders/nops (which are always loaded, so that the correct 
dependencies/encodings are available).
