[framework] EncoderDontFallThrough Option doesn't work

It seems to work here (using lates trunk):

$ msfcli exploit/windows/lpd/wincomlpd_admin LogLevel=5 \ 
ENCODER=x86/countdown PAYLOAD=windows/shell_bind_tcp \
EncoderDontFallThrough=true RHOST=127.0.0.1 E

[-] Exploit failed: No encoders encoded the buffer successfully.
